What EHS managers actually track after AI safety goes live

The metrics EHS managers put in their AI safety business case and the metrics they actually track 90 days later are not the same list.

This is not a failure of planning. It is what happens when a system starts working. The numbers that mattered for budget approval get replaced by numbers that matter for operations. Understanding that shift tells you more about the real value of AI safety monitoring than any vendor whitepaper will.


The original business case

Most AI safety deployments get approved on three numbers.

  • Incident rate reduction. The headline metric. Regulators track it, insurance carriers price against it, and the board understands it. A projected reduction in recordable incidents is the anchor of almost every business case.
  • Regulatory compliance coverage. The argument that continuous AI monitoring satisfies audit requirements more reliably than periodic manual observation, reducing the cost and risk of compliance gaps.
  • Insurance premium delta. Some carriers adjust premiums for facilities with verified AI safety monitoring programs. The projected savings show up as a line item in the ROI model.

These are legitimate metrics. They hold up. The problem is the timeline. Incident rate reductions and insurance renegotiations take 12 to 18 months to materialise. Ninety days in, none of those numbers have moved enough to report.

What has moved is everything else.

What the data actually shows at 90 days

Three months after deployment, the metrics EHS managers spend time on are not the ones they modelled.

  • Near-miss frequency rate. This number drops faster than incident rate, and it drops within the first 30 to 60 days. Workers know the system is watching. Behaviour changes before incidents do. Near-misses get detected before they become recordable events. This is the leading indicator that predicts what the lagging incident rate will look like at month 18, and it shows up early.

Why near-miss frequency matters more than incident rate at 90 days

Incident rate is a lagging indicator. It measures what already went wrong. Near-miss frequency is a leading indicator. It measures how close the facility is to something going wrong.

The shift in near-miss frequency after AI safety deployment is significant for two reasons. First, the system detects near-misses that manual observation misses -- events that occur in unsupervised zones, during shift transitions, or at speeds that make real-time human observation unreliable. Second, behavioural change is faster than process change. Workers adjust when they know monitoring is continuous. That adjustment shows up in near-miss data before it shows up in recordable incident data.

EHS managers who track near-miss frequency from day one have a metric they can report internally before the 12-month incident rate numbers are available. That matters for programme continuity and for building internal confidence in the investment.

Incident documentation is one of those costs that sits in every EHS manager's working week without ever appearing in a capital investment model. What this means for the business case

If you are building an AI safety business case now, model the 90-day metrics alongside the 18-month metrics. Near-miss frequency reduction, documentation hours, and supervisor coverage recovery are measurable, achievable within the first quarter, and reportable to leadership before the lagging indicators have had time to move.
